It is the sulfate salt of 8-hydroxyquinoline (CAS 148-24-3). The free base is only slightly soluble in water; the salt is freely soluble, and that difference is the whole reason the salt exists — it puts the same chelating and antimicrobial chemistry into aqueous systems.

Use in Cosmetics — INCI Oxyquinoline Sulfate

For cosmetic formulation the INCI name is Oxyquinoline Sulfate. What it does in an aqueous system is chelate trace metal ions — the ions that would otherwise catalyse the decomposition of hydrogen peroxide — which is why it appears in peroxide-containing hair products as a stabiliser.

It is frequently described as a cosmetic preservative, and for the European market that description is worth checking before you rely on it. Under Regulation (EC) No 1223/2009, oxyquinoline and its sulfate sit among the restricted substances, with the permitted product types and maximum concentrations set out in the Annexes, rather than among the preservatives permitted generally.
